The British Foreign Secretary David Miliband gave a key-note speech to demosEUROPA Centre for European Strategy on European renewal amidst global adversity on Tuesday, 23 June 2009. He pointed out that Europe has been built on the combination of a social market economy and liberal politics, both of which need to be defended. Miliband argued that a compelling positive case for the European Union needs to be made with action in two areas - creating a single, low-carbon, energy market across the EU and speaking with a strong voice, so that it can engage the main global powers. David Miliband spoke strongly in favour of further enlargement of the European Union. He said that as China and India experience rapid rates of growth, Europe's future will depend on its ability to expand the single market and deepen its drive for innovation. The additional argument is that giving up on enlargement would mean becoming powerless to address instability and insecurity on Europes borders. He argued that two great projects of Europe's past - the single market and enlargement - need to be protected and extended. But Europe's raison d'etre must adapt to new insecurities.

The British Foreign Secretary David Miliband gave a key-note speech to demosEUROPA Centre for European Strategy on European renewal amidst global adversity on Tuesday, 23 June 2009. The Foreign Secretary spoke in favour of a much more robust energy policy with regulation on energy efficiency to reduce the overall demand for energy, diversification of energy supplies and diversity of sources of gas supply and transit routes, including the southern corridor with the Nabucco pipeline. Thirdly, a second wave of electrification of the European economies is needed by means of shifts to electric powered cards and electric heating at homes. Finally, more solidarity is needed between member states, including by means of liberalised, transparent and integrated energy markets.

The British Foreign Secretary David Miliband gave a key-note speech to demosEUROPA Centre for European Strategy on European renewal amidst global adversity on Tuesday, 23 June 2009. The great security challenges are global in nature. Power in the world is fragmenting. The US will no longer be the only power on the worlds stage. The question for all Europeans is whether we want to be players or spectators in the new world order. If Europe wants to avoid a G-2 world, shaped by the US-China relationship, it needs to make G3 cooperation US, China and the EU - work. Demand for the EU activity in the world is enormous, from stabilising the crisis in Georgia to reducing the threat from piracy. But the EU needs to prioritise better and realign its budget to key priorities. Genuine strategic responses to the really difficult policy questions need to be better formulated, from pressure on Iran to engaging Russia while defending European values and sovereign rights. Europe has all the tools needed to be a key player on the global stage - the world's largest aid budget and largest single market, and the most extensive diplomatic network in the world.
